Mediation can be conducted between two or more persons, including if one or both parties are companies / legal entities/, regardless of the type of relationship they are in. In some cases, both the state and municipalities can be parties to mediation. 

According to the Law on Mediation, "the subject of mediation can be civil, commercial, labor, family and administrative disputes related to consumer rights and other disputes between individuals and/or legal entities.", and the list made is not exhaustive.
